Latest build keeps falling back to old renderer

1.7.221.753 keeps falling back to legacy renderer when loading routes with the new renderer on, which causes severe lags.

An issue was discovered with textures containing an alpha channel interacting with fog, and it's a little complex.

Noticed that too - was about to report glowing trees on NWM, but then updated my build and got this. I felt this might be related, but wasn't entirely sure

Speaking of these fog glitches - try the new Jubilee line on a buggy build, really interesting effect in these tunnels almost like dynamic headlights
