solved DelayPowerDown issue

It seems like the #DELAY section in the train.dat is misread. I have the DelayPowerUp value set to 2.5 and the DelayPowerDown value set to 0.5. But in the sim, the power handle has a 2.5 second delay for both power application and power cut-off.

OpenBVE version: 1.6.0.0
OS: Windows 7 (living with an old laptop abroad for now until I move to a new place)

Fixed- This got accidentally introduced when notch based delays got introduced (Specifically if no specific delay was available for a downshift, it used the first upshift value)
