Reverse diretion issues still in 1.9.2.7

- the train doesn't work until jumping to the terminus, and then jump back to the starting point
- failed stop position, when jumping to a station
- forced red signal doesn't work
- speed limit still wors incorrectly
   1, It senses overspeed only if I drive backwards (so A.I. can't obey speed limits)
   2, When loading the track and having more then one limit commands, the speed limit in the command at the second largest track position appears until I reach other speed limit command.
   3, It doesn't interpret speed limit command behind the start position
- at assessment, it doesn't give points for successful arriving to the stations, only the penalties
