Accuracy Command Improvements Empty Accuracy Command Improvements

At the moment, the accuracy command in OpenBVE just sways the camera around without any specific direction. This post suggests separate vertical and horizontal accuracy commands for route.csvs & the ability for the SpringL/R sound on our trains to play when a route's accuracy is above 3.
