D Line Problem Empty D Line Problem

I just recently reinstalled Open BVE after having a hard drive failure.  I downloaded the D Line to test the new installation and I get called for passing a red light right at the beginning (still on approach track before first station).  I didn't go 10 feet.  I never had this problem with my old installation on the same computer.  Can someone help, please.
