OpenBVE Train Power Setting

The Toronto T1 subway train for OpenBVE stays on the highest power setting even after you move it down one notch. I used F10 for diagnosis and I saw that the actual power setting is still full power even though I dropped it one notch down. It will only use the correct power setting if you bring it back to neutral and then move the power throttle forward.

Also hkmtrhah helped me with a custom plugin that has all of Odakyufan's features but also starts to slow down the train if it reaches a preset max. I am wondering if it would be possible for the train to use emergency brakes / maximum service brakes instead of the lowest brake setting. Also how would you reset the maximum overspeed control to proceed?
