A BrSema4Sigs replacement?
With so much licensing and copyright issues, why not we create a drop-in replacement for BrSem4Sigs, that is completely in the public domain? We could take the chance to build them as higher-resolution and more detailed objects while making the end-result free for all.
I think there is already a freely-distributed version for BrSigs?

It would be worth contacting Mr Gathercole, if anyone knows of his whereabouts, to see if he would permit an alternative distro under any conditions? Otherwise be aware that it is not enormously difficult to construct animated signal objects. I have had to do so for the Irish works, as br signals are different from the Irish*.
This would be fine for NEW work. The difficulty is more for legacy routes where users don't have the old BRSema sigs. So ideally they need to be readily available.
* apart from the appearance of the arms Irish sigs are lwr. quad, more similar to GWR than BRsema sigs. So it could be worthwhile making new ones for this reason alone.

I don't have contact details for Simon, I don't think he's still in the scene not heard of him since before the TSC forums imploded. Given that he was part of their team may be a polite email to them, might be able to put you in contact with him
Seams a bit pointless reinventing the wheel, if a few polite emails could potentially remove the old restriction on redistribution.
