I can't understand why you feel that way - as there is no first class on the HS2 stock we're developing - and there is no first class, because there is no standard class.
The brand name restaurant concept is to run a restaurant for everyone onboard. And why? Simple - such franchised restaurants can be used to keep the fares partially down.
By doing this, it removes the pretentiousness which is off-putting to most people living in the UK, and makes them back off. Having a brand name restaurant such as the example here - Nando's - makes passengers feel more relaxed about using the restaurant service, which means it will receives more patronage.
